Selecting investors for Hoa Lac Hi-tech Park 11:23 AM,4/10/2014
Regarding the public concern about the slow attraction of investment into the Hoa Lac Hi-tech Park, Science and Technology Minister Nguyen Quan said, “If the Hoa Lac Hi-tech Park provides investors with sufficient production space and infrastructure, it will be immediately filled with investment projects.”

According to Minister Nguyen Quan, the Hoa Lac Hi-tech Park is very attractive to investors. It has attracted large domestic businesses such as FPT and Viettel (more than 2,000 employees of Viettel and over 1,000 employees of F-Ville currently work in the Hoa Lac Hi-tech Park). Many groups from the US, Japan, the Republic of Korea and China have registered to invest in the park. Examples include Noble and Nissan (Japan).
Investors are ready to invest, but the Hoa Lac Hi-tech Park is yet to have enough land, electricity, water and other facilities to serve investors. If the hi-tech park provides investors with sufficient production space and infrastructure, it will be immediately filled with investment projects. It is necessary to choose investors which have the real potential to operate successfully in the hi-tech park. In fact, some investors have hired some space in the park but have yet to enter operation due to the lack of real potential. Taking these investors out of the hi-tech park is a problem.
Therefore, in the opinion of Minister Nguyen Quan, investors which want their businesses to be based in the Hoa Lac Hi-tech Park must be selected, and large, reputable groups will be prioritized, to ensure that those who invest in the hi-tech park are investors of real potential. Priority will be given to investors in the field of high technology and those meeting hi-tech criteria such as investment efficiency, technological level and the ratio of investment in science and technology to investment in production and trade development.
Regarding site clearance, Minister Nguyen Quan said that the Hoa Lac Hi-tech Park had received over VND400 billion from the state budget to cover compensation costs, but in fact, about VND2 trillion is required in compensation for site clearance. This year, the government will allocate additional funds for the Hoa Lac Hi-tech Park to cover compensation costs. Japanese official development assistance (ODA) capital will be used to build infrastructure for the hi-tech park. “The Hoa Lac Hi-tech Park must be a scientific city but not just an export-processing zone. It must be home to investment projects with high technological and investment levels which can create high added value. It must be a model of hi-tech parks not only in Hanoi but also nationwide,” Minister Nguyen Quan emphasized.
