Hanoi: rubbish from craft villages encroach on rice fields

The Trieu Khuc craft village in Thanh Tri district of Hanoi has been well known for its carrier of trading scrap iron, poultry feathers, weaving towels and dying clothes.
Therefore, those, who visit the village, would notice a very “special” smell. This comes from the untreated rubbish discharged to the environment every day by the production households.
Trieu Khuc is just one of the 1000 craft villages in Hanoi, the common thing of which is the small production scale caused by the low investments. The production workshops here use 70 percent of backward technologies and old equipments.
Though rubbish collection cooperatives have been set up in the craft villages, which collect rubbish from the production workshops every day, the situation remains terrible. Rubbish of different kinds has been thrown into the rice fields.
Especially, according to Pham Van Khanh, Deputy Director of the Hanoi Department for Natural Resources and the Environment, the farm produce processing villages such as Huu Hoa (Thanh Tri district), Duong Lieu and Minh Khai in Hoai Duc district, have suffered from serious environment pollution.
Crafts have been feeding people in the villages, but they have also brought diseases due to the environment pollution.
The environment pollution in purely agricultural villages (people live on field works) seems to be less serious than the craft villages where people organize production workshops. However, due to many reasons, people still have to live together with rubbish.
Also according to Khanh, all the 18 districts of the city reported that environmental sanitation units now take care for the rubbish collection and treatment. However, in fact, in the southern districts of the city, the rubbish collection has been carried out only in the towns and some neighboring communes. Meanwhile, the remote communes still have been flooding with garbage.
Khanh said that only five out of the 18 districts in Hanoi have rubbish collected and treated at concentrated treatment centers. Meanwhile, in the other 13 districts, only a part of rubbish can be gathered and carried to treatment centers, while the remaining is treated on the spot.
This explains why in many districts, like Thach That, Quoc Oai, Chuong My and Phuc Tho, the environment pollution has been existing for the last many years. While the old rubbish still has not been treated, local people every day discharge new rubbish, thus making the situation more serious.
Especially, a lot of ponds and lakes in the suburbs have disappeared, because they have been used as the rubbish dumps. This has not only caused the air pollution, but also dirtied the water resources as well.
A report by the environment department showed that about 496 tons of rubbish is created every day in suburb districts. 91 percent of the rubbish is dumped right at the dumping grounds in the localities or at the city’s dumping grounds. Only 9 percent is treated at the Seraphin plant in Son Tay.
Khanh has affirmed that the city is ready to give financial support to build rubbish treatment plants. However, districts’ localities say they do not have the land fund for rubbish plant, while others say they don’t have money for site clearance.
