Nguyen Ngoc Lam from the department said for the period 2006-2013, 64 projects had been checked and taken over and 40 percent of the projects were being applied in reality, mostly by enterprises.
A worrisome phenomenon is that there has been a decrease in participating enterprises. In 2006, 18 projects were submitted but by 2012 these reduced to only five.
Every year, the government grants VND2-3 billion (US$96,000-143,874) but so far only nine projects have been approved for 2014, worth around VND6 billion ($287,000).
At the conference, Tran Quoc Toan, deputy head of Samco Company, said enterprises are aware of the importance of technique application in raising productivity. However, since 2010, world economy has fallen and local enterprises have been influenced as well, hence they place production and marketing on top priority rather than technology investment.
