E-manifest helps hazardous waste management in Vietnam

In the morning of August 5 in Hanoi, Deputy Minister of Natural Resources and Environment Bui Cach Tuyen received Mr. Chang Jae Jun – a new representative of the Korea International Cooperation Agency (KOICA). The two sides exchanged review a project on establishing an electronic manifest system for the integrated management of hazardous waste in Vietnam funded by KOICA since 2010.
At the meeting, Deputy Minister Bui Cach Tuyen congratulated Mr. Chang Jae Jun’s new term in Vietnam and hoped that Mr. Chang Jae Jun would promote the development of the two countries, especially in the field of environment. The project E-manifest was started in 2010 and the Deputy Minister proposed to wrap up at the end of this year.
According to reports by representatives of the Department of Waste Management and Environmental Improvement, the E-manifest project with budget of US$ 3 million, of which US$ 2.5 million funded by the Korean and the rest from Vietnam’s counterpart funds. As expected, the project would be ended in 2013, however, due to various reasons, the project will be extended to 2014.
Up to now, the project has been basically completed the important sections such as procurement and installation of hardware equipment. From now until the end of the year, the two sides will address the remaining issues in order to hand over to Vietnam.

In the Vietnam side, Vietnam Environment Administration has developed the legal basis for widespread adoption of electronic manifest system for the integrated management of hazardous waste. Specifically, the Administration had built and submitted to the Minister of Natural Resources and Environment for approving and issuance of Circular No. 12/2011 / TT-BTNMT on the hazardous waste management. It includes an article that assigns VEA to organize and deploy guide registration, declaration of hazardous waste, waste management reports online in order to gradually replace paper documents.
Discussing the progress of the project in the next six months, Mr. Chang Jae Jun said that officials of the two countries need to understand, share, coordinate closely to complete the project well. Mr. Chang Jae Jun proposed that Vietnam Ministry of Natural Resources and Environment should prepare human resources in the field of information technology for receiving and maintaining the system successfully. After handing over to Vietnam, Korea will provide one year warranty and help support when needed.
