IAEA –Vietnam Workshop on Human resource Training and Development for the Nuclear Power Programme

Within the framework of the Technical Cooperation Project with the International Atomic Energy Agency (IAEA) coding VIE2012 on the development of nuclear power infrastructure, Vietnam Atomic Energy Agency organized the Workshop on “Plan on Human resource Development for Nuclear Power Programme” from September 16 to 18, 2014.

The IAEA’s mission was led by Mr. Brian Richard Molloy, Technical Director in charge of human resource training, Bureau of Nuclear Power, Department of Atomic Energy, IAEA. In the Vietnamese side, there were representatives from Ministries, branches and agencies under the Ministry of ScienceandTechnology(Vietnam Atomic Energy Agency, Vietnam Agency for Radiation and Nuclear Safety, Vietnam Atomic Energy Institute, Department of Organization and Personnel…), Ministry of Education and Training, Ministry of Industry and Trade (General Department of Energy, Vietnam Electricity), and universities with specializations in nuclear as Hanoi University of Science and Technology, Hanoi University of Natural Sciences, Electricity University, Đà Lạt University and University of Natural Sciences of Ho Chi Minh City. Deputy Minister of Science and TechnologyTrần Việt Thanh attended and delivered the opening speech at the Workshop.

The strategy and national plan on human resource development are one of 7 important tasks, which Vietnam needs to focus on the implementation according to recommendations made by the IAEA’s mission on assessing the integrated nuclear infrastructure in December 2012 (INIR Mission 2012).

Delivering a speech in the opening ceremony of the Workshop, Deputy Minister Trần Việt Thanh highly appreciated IAEA’s timely and effective support through some projects on atomic energy use and development, especially for the development of nuclear power infrastructure. The Deputy Minister proposed the participants to report on the current situation and planning on human resource training and development of relevant agencies. At the same time, the Deputy Minister hoped to have experience sharing in nuclear power development, especially on the human resource development from IAEA’s experts and have recommendations and feedbacks to improve the Draft Plan on human resource development for nuclear power.

During the 03 working days, the participants were provided with presentations of IAEA’s experts who shared experience in human resource training and development for nuclear power for nations which newly start their nuclear power programmes. Vietnam Atomic Energy Agency presented the Master plan on human resource training and development for nuclear power for managerial, legal, technical, research and development experts. Relevant agencies had detailed presentations on the organizational status and future plans on human resource training and development for nuclear power. The Ministry of Education and Trading reported on the implementation status of the Proposal on human resource training and development in the atomic energy field (Proposal 1558). Accordingly, the Ministry of Education and Training has sent 323 students to study the “Equipment and installation of nuclear power plants” in MEPhI University (the Russian Federation) and is going to send hundreds of students to study in Japan and other nations.

Experts of IAEA and Vietnam discussed and made recommendations on the Plan on human resource training and development for nuclear power for organizations and universities participating in the nuclear power program to ensure timely the human resources in terms of number, structure and quality timely for implementation stages of Ninh Thuan nuclear power program, which need to ensure the safety, security and efficiency.
